Board disbands older ad hoc committees, reestablishes select ad hocs and names county representatives to regional bodies

At the first regular meeting of 2025, the El Dorado County Board of Supervisors moved to tidy its roster of ad hoc committees and to make appointments to intergovernmental boards and joint powers authorities.
Ad hoc committees: The board directed the clerk to disband numerous standing ad hoc committees that had completed their original work and to keep a small set of ad hoc groups active. The clerk read the revised list and identified corrections included in the updated attachment. After discussion, the board approved the appointments and disbandments and asked staff to add a historical column to the agenda packet showing when ad hocs were formed and disbanded for future transparency.
Appointments recorded (selected items read into the record by the clerk): airports ad hoc — Supervisor Lori Parlin and Supervisor David Derry (as read); budget ad hoc for FY 2025–26 — Supervisor Cherngbu and Supervisor Brian Bierkamp; jurisdictional reorganization ad hoc — Supervisor Parlin and Supervisor Greg Ferrero; SMUD-related ad hoc — Supervisor Parlin and Supervisor Vierkamp; mobile home ad hoc — Supervisor Vierkamp and Supervisor Brooke Lane; biomass/bioconv. facility options ad hoc — Supervisor Cherngbu and Supervisor Parlin. (Clerk read the assembled list aloud; board consolidated many items and confirmed the list by motion.)
Board and regional appointments: The board also made its routine annual appointments to regional boards and joint powers authorities. Examples the clerk read into the record included: RCRC (regional rural counties association) representation and alternates, Sierra Nevada Conservancy liaison, Sacramento Area Council of Governments (SACOG) representation, South Lake Tahoe basin and agency assignments, transit and transportation district seats, and others. The clerk and supervisors confirmed specific members and alternates during discussion; several items were deferred briefly to allow staff to check calendars and then approved on the record.
Why it matters: The list of ad hoc committees and external appointments determines which supervisors will handle long-running regional negotiations (for example, Tahoe basin affairs, regional transit, broadband grant implementation) and which staff and community partners they will liaise with. The board also asked staff to add a historic tracking column to the Legistar attachments so future boards can see when specific ad hocs were created and disbanded.
Vote: The board approved the appointments and disbandments, and added the historical column request, by a unanimous recorded vote.
