City staff said the change responds to growth in full-time staff (from about 30 to 45) and an increase in workers’ compensation claims; staff recommended adding duties such as work-comp claim intake, benefits administration and new-hire paperwork to an existing payroll position rather than creating a new full-time position. Staff confirmed the city will continue to use its alternative HR consulting firm for recruitment, disciplinary matters, and other specialized HR activities.
The council approved the change by motion, and subsequently approved a related employee promotion; staff identified the promoted employee as Tammy and said no new FTE was required. The recommended pay adjustment was discussed: staff proposed a new pay step that increases the position’s annual cost by roughly $25,100.
Council members asked about training and certification; staff said no professional HR certification was required for the assistant role and that the consultant would help onboard and train the employee. Council discussion emphasized protecting the city legally by retaining consultant support for higher-risk HR tasks and ensuring day-to-day responsiveness by having someone on-site to handle immediate questions and claims.
The council directed staff to implement the revised job description and proceed with the promotion; staff will continue to use the alternative HR firm for recruitment and legal advice and plans to explore targeted training opportunities through the municipal league.
