Council approves $419,000 allowance provision for Shuler Creek Trail change orders

The Republic City Council approved a resolution adding an allowance provision to cover potential change orders on the Shuler Creek Trail construction contract (Resolution 25-R-1). The city awarded the construction contract to JD Walls Contracting in October 2024; staff said a not-to-exceed allowance of just over $419,000 is requested to address field and design changes, unforeseen conditions, and other items that may require change orders.
Karen Haynes, community development director, told the council the allowance is intended to cover items such as material quantity revisions, required replacement of a culvert, unforeseen rock, additional restoration, tree and landscape replacement, and additional paving. Haynes said all change orders are reviewed by the community development department, MoDOT, and the Federal Highway Administration as part of the project oversight. The project is funded by an award from the Transportation Alternatives Program (TAP) and by the city's capital improvement program.
Councilmember Gerke asked how the overage would be funded; Haynes responded the additional allowance will be funded through the city's capital-driven sales tax (capital improvement funds). The council voted immediately on the resolution; the motion carried 6-0.
