The Municipal Services and Properties Committee on Jan. 6 approved an emergency resolution declaring the city's intent to vacate a portion of Old West Boulevard that historically ran through Cudell Commons, the administration said, clearing a procedural step so permanent easement rights can be granted to the Tamir Rice Foundation for a memorial.
"This is the first of three steps of the resolution process, which is the intent to vacate," a department representative said, describing the segment as the portion of Old West Boulevard from Detroit Avenue heading south to West 98th Street. The official said the road was relocated decades ago and "the road no longer exists," calling the action a cleanup of the dedicated right-of-way to allow the memorial to be placed.
The nut graf: The measure is procedural—an "intent to vacate" resolution—and does not itself complete the legal vacation; subsequent steps through council will be required. Council members voiced support; Councilman Jones thanked the administration for working with the foundation.
Council members approved the resolution without recorded dissent. The measure now moves forward as the first step in the vacation process to enable permanent easement rights for the Tamir Rice Foundation’s memorial.
Ending: The committee’s approval signals the start of the formal vacation process; additional council actions and documentation will follow as staff works through the subsequent steps.
