Montgomery City staff presented a resolution to amend past Community Development Block Grant action plans to move $328,000 to the Fairview Farmers Market project.
City staff member Ralph said the market already has about $1.1 million committed from prior CDBG allocations and that the proposed $328,000 would come from completed or unused project funds. He said the first phase of the Fairview Farmers Market is estimated at about $1.5 million and that the reallocated funds would “get us almost there.”
Ralph explained the sources: about $163,000 from the 2020 allocation for Lanier Place Phase 4 (a completed project), roughly $152,000 from a 2023 allocation for housing work by Service Community Development Corporation that did not occur, and roughly $12,000 in administrative funds from 2023. He told the council the $152,000 will be reallocated now and that the developer or group may reapply in the future.
Several council members asked whether the reallocation would be sufficient to complete the market. Ralph said staff expects an additional roughly $100,000 will be required and that they will seek that from other reallocations or funding sources.
City staff framed the market as a community cornerstone intended to reduce food deserts, incubate small businesses and support local tourism.
