Bay County rebids waste and recycling contract; intent to award to Republic Waste after scope changes

Bay County purchasing staff told the Committee of the Whole on Jan. 7, 2025, that the county rebid IFB 2024-26 for waste and recycling removal after finding the first solicitation did not reflect recent industry changes. The committee received the notice of intent to award the contract to Republic Waste and authorized the board chair to sign and implement required budget adjustments.
Purchasing staff said the original solicitation included environmental and separation requirements that had changed in the market, making the original bids difficult to score. "With our first bid, we found out that there were some changes in the industry that we did not take into account when we released the bid," purchasing staff said. The staff member explained that commingling of some recyclables — notably cardboard — is now accepted by some processors, whereas earlier specifications required strict separation.
After modifying the bid specifications to reflect those industry changes and to remove requirements that were no longer applicable, the county reopened the solicitation. The committee voted by voice to receive the intent-to-award notification and to authorize the chair to finalize the contract with Republic Waste.
The transcript records voice votes and indicates the motion carried; no roll-call tally or individual recorded votes appear in the minutes. A commissioner asked why the rebid was necessary; purchasing staff answered during the purchasing item discussion. The award decision will proceed with county staff executing the contract and necessary budget changes.
