Bay County Committee approves contract renewals, receives finance updates and hires board analyst

The Bay County Board of Commissioners Committee of the Whole on Tuesday, Jan. 7, 2025, approved several contract renewals and budget actions and passed a resolution to hire a board analyst during a roughly 16-minute meeting that included public comment and department announcements.
The committee unanimously approved renewal of a software agreement with Jury Systems Incorporated for fiscal year 2025 and authorized the board chair to sign the renewal and any required budget adjustments. The committee also approved the annual contract renewal with A&D Home Healthcare Incorporated, with the board chair authorized to sign and to execute any related budget adjustments. The health officer’s proposed agreement with Blue Cross Complete for elevated blood-lead case management was approved and the board chair was authorized to sign.
The committee received several finance items: a report on general fund equity and an update on Executive Directive 2007-11. Both items were received by motion and recorded as carried. The committee approved the payment of county bills and accepted a bid award notification for IFB 2024-26, Bay County waste and recycling removal (see separate article for bid discussion).
In a final action, commissioners approved an additional resolution to hire a board analyst (also referred to in the meeting as a financial analyst) and authorized required budget adjustments; the motion carried by voice vote.
During the public-comment period, Kevin Sharp, who identified himself as a Bay County resident at 1763 Birch Drive and an elected county road commissioner, praised the board and said, "I just want to congratulate Jim Varshaa on a victory." Sharp also urged the commissioners to "keep an open mind" toward differing views.
County leaders used the announcements portion of the meeting to highlight veterans services: a speaker said Bay County secured nearly $4,000,000 in benefits last year for about 7,000 veterans, and the county is awaiting formal recognition from the state. The meeting also included thanks to Frances Moore for her long service; Moore is leaving county employment in the coming weeks after serving on procurement and project-related work described by the chair.
All recorded motions in the meeting were carried by voice vote with no recorded roll-call tallies in the transcript. The committee adjourned following brief miscellaneous remarks and scheduling announcements.
