Liberty Lake Parks & Arts Commission approves RFQ for two public-art commissions and sets 2025 project timeline

The City of Liberty Lake Parks & Arts Commission voted unanimously Jan. 6 to release a request for qualifications for two public-art commissions: the Liberty Lake Together piece at the Cramer Parkway roundabout and a community-art installation (goat statues) for Town Square Park.
The request for qualifications will be posted this month and remain open through February, with a selection panel planned for March and notification of selected artists by the end of March, the commission heard. Laura Frank, a commission member, said the commission will request portfolios rather than design proposals at this stage to narrow candidates before commissioning work.
The commission emphasized schedule and installation considerations. Frank said the budgeted amounts for the two large projects were discussed in the packet; she noted one project’s budget is $40,000 and the other was referred to in meeting remarks as roughly in the low-to-mid $30,000 range. She also said the RFQ includes a lower “not to exceed” figure than the line-item budget to leave room for installation and site work costs.
Commissioners reviewed the broader 2025 project timeline tied to the city-approved budget. Nancy Hill, a commission member, said the city council approved the Parks & Arts budget in December and the commission will use that allocation to guide projects this year. The timeline covers carryover work including the historical outlook sign and the Kramer Parkway installation; staff and commissioners discussed outstanding tasks such as confirming sign dimensions with the historical society and contracting for mounting pedestals and electrical work.
Other operational items in the packet included: - Ridgeline Rotary Room: discussion of the room’s pictures in the packet and a decision to table further action until staff confirms wall control and mounting logistics. The commission “tabled that discussion for another month,” Hill said. - Utility-box wraps on Cramer Parkway/Legacy Ridge: the commission noted a pending release from the Department of Transportation before work can proceed. - Orchard Park pickleball box and vendor communications: staff reported difficulty contacting the vendor CJ Wraps; David Heimbaugh said he had left multiple messages without response. - Smarty board installation: staff aim for an April–May installation and will confirm features to highlight.
The commission also approved the Dec. 2, 2024 meeting minutes by unanimous vote earlier in the meeting.
The RFQ motion was moved by David Heimbaugh and seconded by Katie Ferris; the commission recorded the motion as passed unanimously and directed staff to publish the RFQ and begin the selection process.
Looking ahead, staff will follow up on the historical society’s top-plate dimensions, confirm DOT timelines for utility-box releases, and proceed with RFQ publication so artist selection can proceed in spring.
