The Planning and Zoning Commission on Jan. 6 recommended City Council approve the final plat for NamUs Temple Townhomes, a 1.63‑acre, 22‑lot townhouse subdivision at 202 South 41st Street, and a developer‑requested exception to Unified Development Code sections 8.2.1 and 8.1.3 to allow a hammerhead (turnaround) street design in lieu of a cul‑de‑sac. The vote was unanimous.
Principal Planner Cheryl Maxwell presented the plat, noting the property is in the general retail district and that townhomes are a permitted residential form compatible with the future‑land‑use designation of regional commercial. The plat shows two private streets (Naama Way and Roxas Avenue), a private detention pond, public water and sewer extensions, 5‑foot sidewalk along 41st Street and 4‑foot sidewalks along internal streets to be maintained by the homeowners association, and a trash/solid‑waste plan acceptable to Solid Waste and Fire departments.
Maxwell said the developer will extend six‑inch water and sewer lines into the subdivision; existing 6‑inch water and 8‑inch sewer mains are on 41st Street. Staff found the hammerhead exception acceptable because there are no homes directly on the hammerhead and because trash and fire vehicles have adequate turning room; the Development Review Committee deemed the plat administratively complete. Park‑fee requirements total $4,950 (2.25 units per dwelling unit rate applied to the 22 units) and the site lies in Temple ISD.
Commissioner Smith moved, and Commissioner Roe seconded, a recommendation to City Council to approve the final plat and the requested UDC exception; the motion carried unanimously. The item is scheduled for City Council action on Jan. 16.
