Palatka commission swears in new and returning members; outgoing commissioner acknowledged

PALATKA, Fla. — The Palatka City Commission swore in a returning commissioner and a newly elected member at its Jan. 6, 2025 meeting and took a moment to acknowledge an outgoing commissioner and departing city clerk.
Commissioner Will Jones was administered the oath of office for Group 3 by Alicia R. Washington, a circuit court judge, and Commissioner Annie Henderson Davis was sworn in for Group 1 by Judge Anne Marie De News. Both terms were announced as beginning that day and running through Jan. 7, 2029.
The meeting began at 7:30 p.m. with an invocation and the Pledge of Allegiance, followed by roll call. A written statement from outgoing Commissioner Tammy McCaskill was read into the record on her behalf; McCaskill was not in attendance due to her physician's orders. The statement thanked constituents and noted she served as commissioner for Group 1 from 2016 to 2024.
In remarks after taking the oath, Commissioner Will Jones thanked supporters and campaign volunteers and pledged to represent residents. “I will listen to you and I will continue to be your voice,” Commissioner Will Jones said.
Commissioner Annie Henderson Davis said she would prioritize integrity, transparency and accountability. “I vow and pledge the three things that I can that I have control over, and that is integrity, transparency, and accountability,” Commissioner Annie Henderson Davis said. Davis told the commission she would work with colleagues to hire a city manager and to focus on public safety as early priorities.
Commissioners and the mayor offered public acknowledgments for the service of Commissioner McCaskill. “Her presence will be missed on this board,” Commissioner Rufus Borum said, praising McCaskill’s eight years of service.
City staff also recognized Sunny Franz Romero; Mayor Robbie Reyes noted the Jan. 6 meeting would be Romero’s last official city commission meeting before leaving the clerk’s office for a new position.
The ceremony included presentation of election certificates by a presenter identified in the record as Mr. Overtur. After closing remarks and a benediction led by Reverend Kyle Flagg, a motion to adjourn was made and seconded; the meeting concluded.
The events on Jan. 6 were ceremonial and administrative; no ordinances, budget items, or other formal policy measures were debated or voted on during the portion of the meeting covered by the transcript.
