Annexation and rezone — 519 Creel Avenue (PB24‑27) Staff presented PB24‑27, a request to annex approximately 0.23 acres (located on the south side of Creel Avenue between Corbett Road and South Moody Road) so the property can connect to city water and sewer. The proposal included amending the city future land‑use map from Putnam County Urban Reserve (UR) to City of Palatka Residential Low (RL) and rezoning from Putnam County Agricultural (AG) to City Single Family Residential R‑1. The applicant, Jacob Spales, told the board he sought annexation so the property — which contains a single‑family home — could access city water for family needs. The board voted to approve annexation, map amendment and rezoning by unanimous voice votes; no public opposition was recorded in the meeting.
Annexation and rezone — 1604 Husson (Hudson) Avenue (PB24‑28) Planning staff (presentation by Steph) described PB24‑28, an annexation of approximately 0.19 acres at 1604 Husson/Hudson Avenue with associated future land‑use and zoning changes from Putnam County designations to City of Palatka low‑density residential and city single‑family zoning (R‑1A). The board approved the annexation, future‑land‑use amendment and zoning change by unanimous voice votes. For the record the board noted that member Chase Barnes recused himself and left the chambers because he was the applicant on this agenda item; the clerk reflected the recusal in the meeting record.
Officer selections and minutes The board opened nominations for 2025 officers. Ed Killebrew was nominated and elected to serve another year as chair; Chase Barnes was nominated and elected vice chair. The board also approved the Nov. 12, 2024 minutes by voice vote.
