Pine Villa rehab project moves toward contracting; county to preserve 36 affordable units

Spokane County staff updated the Board of County Commissioners on Jan. 7 that the Pine Villa affordable‑housing project on the north side of District 1 is ready to move into contracting.
Staff said the project, managed through SNAP, will create 50 affordable units through rehabilitation of a 1971 building. The county will obtain 36 assisted units for county programs and will secure affordability for 20 years. Staff described the unit mix as targeting multiple area‑median‑income bands (30, 50 and 80 percent AMI) and said the county expects to contribute roughly 60–70 percent of the rehabilitation cost (staff cited the county paying the majority share but did not provide an exact dollar figure during the briefing).
The county will receive a flat $40,000 monitoring fee from the grant that supports the project. Staff said they will place contract documents in the clerk’s office and listed the site roughly as on Graves, two blocks south of Hawthorne near the North County Library.
Staff characterized the work as rehabilitation (not new construction) and said the county expects the project to add units to the affordable‑housing inventory as rehabs are completed and tenants move in. Staff will bring contracting documents forward for the board’s legislative consent agenda next week.
No formal vote was taken at the briefing; staff sought direction to prepare contracts and place the item on the county’s legislative agenda for approval.
