Council advances sidewalk enforcement standards, approves emergency clause to begin citywide sidewalk assessment

Separately, the council considered Resolution 102-25 to enter a contract with StreetScan for a comprehensive sidewalk assessment. Council members described StreetScan’s approach as similar to the street-rating work the city carried out previously: StreetScan would map and video sidewalks citywide, assign A–F ratings and provide GIS layers so staff can prioritize repairs and track maintenance over time. Councilman Norman said the assessment and the zoning changes together create a “pathway to safer sidewalks.”

Councilors moved to amend Resolution 102-25 by adding an emergency clause so StreetScan could begin GIS layering and preliminary work immediately; the amendment passed by a 5-1 roll call.
