City staff presented a proposal on Jan. 6 to add $50,000 to inclement-weather contracts for The Salvation Army, Catholic Charities, Volunteers of America and Revive and to clarify required data entry into Shelter Me, the community shelter coordination application.
Melissa Morrison of the city’s human-services team described the technical changes and the added funding. Council member Bridal and Council member Stratton pressed Morrison about whether the Salvation Army’s Way Out shelter — a transitional program intended to help residents toward self-sufficiency — would be used as a low-barrier inclement-weather location. Bridal said the council had spent months insisting the Way Out shelter not become low-barrier and asked whether the city was curating referrals or opening the site to anyone.
Morrison said the Salvation Army responded to the city RFP for inclement-weather sheltering; she said the city can convene a conversation with the agency to address council concerns about how the Way Out shelter and inclement-weather operations would be functionally separated. She agreed to follow up and to check operational details such as whether populations would be separated in different parts of the building.
Council members repeatedly requested clarity about good-neighbor agreements and whether the city had discouraged the Salvation Army from applying; Morrison said the RFP was posted and the Salvation Army submitted a proposal. The council asked staff to report back with operational details and to pursue further public dialogue if needed.
