SUMNER COUNTY, Tenn. — The Sumner County Library Board Personnel Committee on Monday approved a written hiring process to guide selection of a new Westmoreland Library director and will send the policy to the full library board for final approval.
The policy approved by the personnel committee establishes an application deadline of three weeks from the date a position is posted, gives the personnel committee chair authority to form a hiring team drawn from committee members, and requires that the hiring team interview selected applicants and present recommended candidate(s) to the full library board for a final vote. The committee adopted the policy by motion; the committee chair said the draft will be polished and circulated before the Wednesday board meeting.
The change is intended to provide clearer steps than the committee’s current single‑paragraph bylaw language (ratified June 11, 2023), which only states that the personnel committee “shall conduct interviews of persons applying for the position of library director” and that the committee chair “shall present the recommendations to the board for the board to vote on and hire.” The chair read the draft policy during the meeting and said the committee had included a link to the Tennessee Open Meetings Act for reference to ensure compliance with state transparency rules.
Under the adopted draft: the personnel committee will set an application deadline (the draft specifies three weeks from posting); the personnel committee chair will select a hiring team comprised of members of that committee; the hiring team will review applications, conduct interviews and then reconvene the personnel committee to decide which name or names to present to the full library board. The draft also says the full library board is not restricted to the personnel committee’s recommendations but may only consider candidates who submitted applications during the original advertised application period. The draft includes a provision that if the library board does not approve a replacement, the posting process restarts and previous applicants must submit new applications to be reconsidered.
Committee members discussed logistics for interviews, including a rotating, room‑to‑room format described by one member as similar to “speed dating,” and agreed the chair should screen applicants and submit a recommended slate (for example, a top three) for the personnel committee to review at a public meeting after the application deadline. The committee agreed members may review all applications in advance but should avoid holding deliberations outside a noticed meeting.
The committee also agreed members should prepare a standard set of interview questions to be announced in advance; several members said questions can evolve over time and need not be permanently codified into the bylaws. The chair said the job description for the Westmoreland library director will guide vetting: applications should demonstrate experience that aligns with the listed requirements.
The personnel committee moved to adopt the draft hiring process and approved the motion; committee members instructed staff to format the policy for presentation to the full Sumner County Library Board at its upcoming meeting. The personnel committee then adjourned.
What happens next: the personnel committee will collect applications through the posted deadline, the chair will circulate application packets and the committee will meet publicly to approve the slate of interviewees and finalize interview questions before interviews begin. The full library board will receive the personnel committee’s recommendation(s) ahead of its vote on a final candidate.
