The Personnel Committee of the Sumner County Library Board voted Monday, Jan. 6, 2025, to adopt a written hiring process for filling the Westmoreland Library director position, the committee chair said.
The new process, which committee members agreed to send to the full library board for final approval, lays out an initial vetting role for the personnel committee chair, an application deadline tied to the job posting, a one‑on‑one interview format of roughly 20 minutes per interviewer and a hiring team made up of committee members that will conduct interviews and recommend a candidate to the board.
The committee chair summarized the steps the panel agreed on and said he would circulate a polished version of the policy before the full board meeting. "I'll rewrite it, make sure everybody's got it. I'll get it out tonight in advance of the meeting on Wednesday," the Personnel Committee chair said. Committee members then moved and seconded a motion to adopt the hiring process and the motion carried.
Under the adopted procedure, the personnel committee chair will receive and perform an initial vetting of applications, then present a recommended slate of the best‑qualified applicants to the full personnel committee. The committee will vote to approve a slate of interviewees; a hiring team of committee members (the chair said the team could range from two to the full committee membership) will conduct individual interviews. Proposed interview format in the draft calls for applicants to meet individually with members of the hiring team for about 20 minutes each and for each interviewer to ask the same core questions of every candidate.
Committee members discussed practical details including how many candidates to advance for interviews when the applicant pool is large. The chair said the packet of applications would be distributed to personnel committee members after the application deadline, and members agreed the chair should present a top set of candidates (for example, three) at a special committee meeting where members would decide which candidates to interview. One committee member described the interview setup informally as "a little like speed dating," referring to the rotating one‑on‑one stations where each interviewer would meet every applicant.
The committee also reviewed the current bylaw language, which provides minimal guidance and states only that the personnel committee "shall conduct interviews of persons applying for the position of library director" and "may decide on persons to recommend for the position of library director." Committee members said the written process is intended to increase transparency, fairness and compliance with the Tennessee Open Meetings Act.
Next steps the committee agreed on: the chair will finalize and circulate the written hiring process, the committee will schedule a special meeting after the application deadline to select interview questions and approve the slate of interviewees, the hiring team will conduct interviews, the personnel committee will reconvene to select a candidate to propose, and the full Sumner County Library Board will receive all applications and vote on the final hire.
The committee noted there were six applicants at the time of the meeting; members said that number could grow before the application deadline and that the chair would forward the complete packet to committee members for review. The committee voted to adopt the written process and to forward it to the full library board for approval.
A final vote by the library board will determine the hire; the personnel committee's action on Jan. 6 was a procedural adoption to standardize how the committee will handle the Westmoreland Library director search.
