Belknap commissioners authorize proxy and staffing changes for state association representation

Belknap County Commissioners voted to change how the county fills and uses its seats on the New Hampshire Association of Counties executive committee, authorizing alternate appointees and routine proxy voting to ensure the county’s full voting strength.

The action follows a staff presentation that said each county has five seats on the association’s executive committee and that Belknap’s current configuration leaves the county with “essentially two votes,” a point raised by Deborah, a county staff member. Commissioners discussed options including increased commissioner participation, routinely assigning proxies to staff, or forfeiting commissioner seats and appointing noncommissioner representatives.

Deborah said the county’s five designated seats currently include three commissioners, the nursing-home administrator and the county administrator, but that commissioners’ limited availability has reduced the county’s effective vote on the committee. Commissioners discussed that the executive-committee meetings are monthly on Fridays, and several members said they could not reliably attend.

After discussion about appointing staff — including the county finance director and the superintendent — one commissioner moved to formalize the approach of appointing alternate members and using proxy votes when commissioners cannot attend. The motion was seconded and approved by voice vote.

Commissioners asked staff to confirm which county employees would fill the newly designated seats and to establish a consistent proxy process so the county’s votes are represented at the association meetings. No change to the county’s membership in the association was approved; the county remains a member.
