Staff said seven firms submitted qualifications and the selection committee ranked three finalists, recommending multiple firms be retained to give the city flexible, specialized capacity when staff bandwidth is limited. The continuing‑services approach allows staff to negotiate task work orders for specific projects and return to council for approval of any expenditures.
Council discussion touched on whether to keep one primary consultant or multiple firms. Council members who favored retaining multiple firms said it increases responsiveness and choice for staff — if one firm is busy, another may be available. Others said a single primary consultant could lead to clearer accountability.
