The West Palm Beach City Commission on Jan. 6 approved a major plan development amendment for Prime Corner (resolution 281-24) to permit construction of a 2,415-square-foot Chipotle and a 5,399-square-foot Chick-fil-A with drive-through lanes. The approval was unanimous and included a condition that both Chick-fil-A drive-through lanes remain operational at all times to avoid vehicle stacking.
Applicant George Genteel of 2GHO Inc. presented the amended master plan and supporting design guidelines, saying the proposal adjusts an internal spine road and site setbacks to accommodate the two restaurants and their pedestrian connections. The presentation described pedestrian circulation, ADA access, patio and seating areas, and landscaping. Staff said the amended guidelines remove a maximum setback requirement to accommodate drive-throughs and add pedestrian amenity requirements such as benches and bike racks.
Louis (senior planner, Planning & Zoning Division) told commissioners that notices were posted and owners within 500 feet were notified; the planning board approved the application on Dec. 17, 2024. Staff recommended approval, finding the amendment compliant with the City’s Zoning and Land Development Regulations (Sections 94-32 and 94-35C).
Public comment included Richard Dunn, who spoke in favor and said the restaurants would bring investment, jobs and taxes. Commissioners spoke in support; Commissioner Lambert asked about drive-through stacking and the applicant described two through-lanes plus internal circulation and parking that staff said would mitigate stacking.
A motion to approve the resolution carried unanimously. The motion’s approval was conditioned on both drive-through lanes remaining open at all times to reduce queuing into neighboring streets.
