Staff described the projects as primarily engineering and predevelopment activities; construction funding would need to be secured later. The Holland Road/Bridgeway Station signal, staff said, would ultimately be owned and maintained by the South Carolina Department of Transportation (SCDOT) once built, while the 276/Murray Drive work would remain within the city roadway inventory and be maintained by the city.
Staff said the projects are intended to address traffic tied to recent and planned development in the Knollwood and Bridgeway areas. They asked for committee authorization to submit C Fund applications; the committee voted unanimously to forward the application package to full council with a recommendation for approval.
Committee members discussed unresolved engineering items, including driveway realignment and coordination with adjacent businesses; staff said some driveway alignments (including one used by a local restaurant) remained under review and that an engineering contract would help resolve those questions.
If awarded, the C Fund allocations would be used for engineering, design and right-of-way work; staff said additional funding would be required later for construction and any necessary property acquisitions or driveway realignments.
