The Franklin County Board of Supervisors unanimously approved a zoning-map amendment on Dec. 12 to remove older proffers on a 1.93-acre parcel at Westlake, clearing the way for a tunnel car-wash and a small drive-through restaurant.
Developers Ben Price and Jason Boyle of Green Valley Builders presented a conceptual plan that places access primarily onto the existing Parkcrest and Brookview lanes, with an option to open an entrance to Route 122 only if intersection improvements at Parkcrest and 122 are made. Planning staff advised that the two private roads were originally built to state standards and that bringing them into the secondary road system would require VDOT review and a punch-list of improvements and bonding to secure the transition.
Planning Director Lisa Cooper explained the planning commission’s recommended conditions, which include substantial conformance to the submitted conceptual plan; site-plan approvals and required permits from Western Virginia Water Authority and other agencies; installation of sidewalks along Route 122, Parkcrest Drive and Brookview Lane; and a proffer that the Route 122 entrance will remain blocked until intersection improvements are completed.
Price, the developer, told supervisors the project team had provided on-site vehicle stacking that “is two to three times the amount” the businesses would need to prevent queueing onto public streets, and that they planned to subdivide the parcel so each business could hold its land. Jason Boyle said the developer is in ongoing discussions with prospective tenants for the restaurant.
Supervisor roll call to remove proffers and approve the new proffers was unanimous.
Board conditions require the developer to obtain all necessary agency approvals and to bring Parkcrest and Brookview into the state secondary system if the parcel is subdivided.
