Robin (city planner) presented Cirrus Point West, a final plat application for roughly 37 acres at Montana and Orchard for 102 single‑family lots and 17 common lots. The preliminary plat had been approved in December 2023.
Staff explained that a prior condition from the original 2005 subdivision — to install a traffic signal at Montana and Karcher — was removed because the Idaho Transportation Department (ITD) now controls the corridor and will not allow a signal at that location under its current corridor plan. The planner said the original plat had expired and the developer replatted the property; staff concluded the earlier signal condition was no longer valid given ITD’s corridor policy.
Councilor Register, participating remotely, said she had not had sufficient time or reliable audio to review the development agreement and asked to defer action; she was able to follow enough to ask for a short delay, but other members said ITD’s decision meant the signal condition could not be reinstated. Councilor Dittenburg moved for approval of the findings of fact and conclusions of law, and Councilor Allgood seconded.
A roll‑call vote recorded five yes votes and one no (Register). The motion passed 5–1, approving final plat SFP‑24‑29. Council staff noted developers may be eager to finalize plat approvals because financing and lot closings often depend on recorded plats.
