At a meeting of the Chattanooga Beer Board, members voted to approve Grama Grand Surrey Corporation, doing business as Frank’s Grocery, to sell carryout beer at 601 Tonner Boulevard under a change-of-ownership application.
Board members raised concerns about prior incidents reported at the location under the previous owner, Sarat Wongamani, and questioned the new operators about identification checks, loitering enforcement and who would hold the license. Nachary Coates, identified at the podium as an applicant, said the store ‘‘normally shape[s] the ID first when we suspect that the person looks younger than 21’’ and later said, ‘‘We check it randomly.’’ Coates also said he has run the store for 24 years and that new staff had been trained for about a year.
The board asked whether the sellers would surrender the prior license; the applicants confirmed they have the old license and were instructed to write ‘‘surrender’’ on it and deliver it to Miss Lawrence at the police department. Board members reiterated that owners must complete the training required by the city ordinance; the board’s attorney said that training is ‘‘already required as part of the ordinance.’’
During questioning, board members sought clarity about property ownership and staffing. Applicants said the seller would retain ownership of the property and that two employees would staff the store most of the time, with the former owner available to assist when needed. The applicants said they would ask people to leave if they loitered and pointed to an existing ‘‘no loitering’’ sign.
The motion to approve the application was moved and seconded. The roll call recorded votes in favor from Reginald, Betsy, Zach and the chair; the motion passed. The board also advised the applicants to complete the training and follow the police department’s process for surrendering the old license.
The board’s action allows the new owners to proceed with the carryout-beer permit process; the license on record was noted by the applicants to be renewed through December 2025.
