District construction update: Coltrane Webb replacement moves forward; GMP amendments presented to board

Cabarrus County Schools construction staff told the school board Jan. 16 that demolition at the Coltrane Webb/Beverly Hills campus is complete and that work is moving toward site development and building construction amid required property and permit actions.
A construction presenter said the board would be asked to approve a guaranteed maximum price amendment for the remaining balance of construction for the Coltrane Webb replacement. “Tonight, we are requesting your approval of the A133 amendment for the balance of construction for the Coltrane Webb Beverly Hills STEM replacement school project in the amount of $30,625,363,” a construction manager said. The presenter added that the total guaranteed maximum price for the project, after the amendment and prior approvals, would be $43,076,759 and that the GMP “remains within the approved funds allocated by Cabarrus County and the Local Government Commission.”
The presenter described required easements and a small property acquisition for utility relocation on Yorktown Street; the board was told the district will purchase a small rental property at 69 Yorktown Street for relocation of utilities and that the agreed price was $145,000, which was below the budgeted amount for the purchase.
Other project updates: The district said demolition debris removal is nearly complete at the Coltrane Webb site; the North Carolina Department of Environmental Quality has issued a site-development permit; and the city of Concord approved sewer allocation for the project. The construction team also outlined progress on Mary Francis Swall and the Opportunity School projects, including pre-bid and bid schedules, site test pitting for rock, and an anticipated August 2026 opening for Mary Francis Swall.
Why it matters: The board must accept GMP amendments and related contracts before construction orders proceed. Staff said the Coltrane Webb GMP and the Mary Francis metal building order fall within previously approved county funding; the board discussed but did not vote on those approvals at this session, instead placing the items on the consent agenda for a future vote.
District comments and follow-ups: Board members asked about preserving a century-old live oak tree on the Coltrane Webb site; staff said the tree will be preserved per the city’s historic-preservation agreement. Board members also asked about value engineering and what follows the GMP; staff said value-engineering conversations continue throughout the construction phase and that some savings have already been incorporated into the prototype-based design.
