Aaron Besalotte, presenting, said Woodland Park partners with Fountain and Monument on legislative advocacy and recommended a focused retreat — roughly four hours — to set clear priorities and to equip council members who attend statewide or regional legislative meetings with an agreed set of positions. Besalotte said the council's priorities would be tied back to the comprehensive plan and the city's strategic-plan documents.
Councilmember questions focused on logistics and representation: council confirmed the city works with the Colorado Municipal League (CML) and that Mayor and Councilmember Baldwin have previously attended regular lobbyist and interjurisdictional meetings. Councilmembers signaled support for a retreat format that condenses discussion into one session rather than several work sessions spread across multiple meetings.
Staff said it will provide an initial list of topics and likely legislative items for council review in advance and coordinate attendance with the city's contracted lobbyists and partner municipalities. No formal vote was required; the council gave staff direction to schedule the retreat and to circulate preparatory material.
