At the public hearing, applicant Bavesh Kumar Patel identified himself as representing the buyer group for the Mapco site and said the purchase is not complete. "No. We did not made it. Because since the we don't get the beer permit, they don't, send it to us," Patel said, describing the sale as contingent on permit approval. Patel told the board the store will use an ID-scanning system that records birth dates and can scan barcodes; the system will prevent sales if a cashier does not enter or scan an ID. "When we scan it, you can see the on the sign and we punch it into also. We can scan it too," he said.
Staff confirmed the applicants submitted an updated LLC agreement included in the board packet. Board members asked about management; Patel said he will run the store initially and that there are four partners listed on the agreement. The board discussed whether issuing a permit before closing would prevent the sale; a town staff member said prior applicants have obtained permits before finalizing transactions and that permitting the applicant now would not preclude the sale closing later.
A board member moved to approve the permit application and a second was made; the board approved the application by voice vote with no recorded opposition. Staff instructed the applicant to notify town staff at closing and pick up the permit once the transaction is finalized.
The board did not record a roll-call tally on the permit vote; the approval was taken by voice. The applicant was told to return with closing documents so staff can finalize issuance.
