Commission tables proposed revisions to meeting rules after extended public comment and asks for workshop

The commission considered proposed amendments to the City Commission operating guidelines and meeting rules (resolution 2025-12). Commissioners and dozens of residents took part in a heated discussion over limits on public comment, requirements to sign up before the meeting start, speaker time limits, and language addressing decorum.

Commissioner Villavazquez moved to table the item for further review and a workshop; Commissioner Hovington seconded. Multiple commissioners said they wanted more time to read and discuss changes. Commissioner Santiago said he supported the proposed guidelines to reduce incivility and “nasty remarks,” while other commissioners asked for the chance to mark up the draft and produce a staff‑led workshop. The motion to table with a workshop carried 6 to 1.

More than a dozen residents spoke during public comment and most strongly opposed several proposed limits in the draft. Common concerns raised by public speakers included: requiring public speakers to sign up before the meeting start time for every agenda item; shortening public comment to two minutes (and shorter if many people wish to speak); limiting repeat questioning; and provisions addressing “body odor,” noise and other behavioral standards. Speakers asked that any changes be developed with resident input, that a workshop include residents, and that time limits be reconsidered to preserve substantive public participation.

Why it matters: The proposed changes would alter how residents and applicants participate in meetings and how commissioners conduct deliberations. Commissioners said they wanted to curb uncivil behavior; members of the public said the changes would reduce transparency and access.

Outcome: The commission voted 6 to 1 to table resolution 2025-12 and conduct a workshop for further stakeholder review.
