Historic Preservation Board recommends adoption of Sailboat Bend architectural survey update and nominates contributing properties

The Historic Preservation Board voted Monday to recommend that the City Commission adopt the updated architectural resource survey for the Sailboat Bend Historic District and to assign contributing or non‑contributing status to properties within the district.

Tricia, a staff presenter, told the board the district had not had an updated survey since 1985 and that the update collects property histories, construction dates and architectural evaluations into a single report to clarify which structures contribute to the district's historic character. "This exercise is primarily to assemble all of the history of this historic district into one place, provide a background of each of the structures that are within the boundary of the district, and then have a clear record of which properties are contributing to the district versus not contributing to the district," staff said.

Staff said owners within the district were mailed notices, draft reports were posted for two months, and signs were posted across the district. In presenting the map, staff identified approximately 14 proposed contributing properties in the report and said the update would allow owners of contributing properties to access preservation incentive programs that are not currently available without the designation.

Members of the public raised questions at the meeting. The owner of a nightclub on the corner of Southwest Second Street asked about planters and a zoning violation affecting his patio; staff advised the business owner to coordinate separately with preservation staff and zoning because the survey item itself did not resolve zoning enforcement. Another speaker who operates a garden business in the district said the differences between contributing and non‑contributing status can be confusing; staff and board members explained the district already subjects all properties to the same review standards, and the survey simply records which properties date from the district's period of significance and which do not.

After discussion, the board moved to recommend that the City Commission adopt the Himmarshee/Sailboat Bend Historic District Architectural Resource Survey Update report and to assign contributing or non‑contributing status to properties as shown in the draft. The motion passed; the recommendation will go to the City Commission for final action.
