Johnson City updates Towne Acres school design, secure-foyer bids and campus security schedule

Johnson City Schools staff told the Board of Education the Towne Acres new-school project has passed the design-development milestone and remains on schedule for a spring bidding phase, and staff outlined an accelerated plan for campus security upgrades.
Brian Ross, presenting the monthly building projects update, said the project team expects to convene to review schedule and budget and that the Towne Acres design has passed "the second of three major milestones called design development." Ross said, "Everything looks good to be ready to go out to bid this spring." He added the secure-foyer drawings are scheduled to be complete around Jan. 24 and will be issued for bid solicitations.
Ross described a likely procurement approach: the district initially plans to package the foyer/security upgrades into a single bid but will reconsider that decision after a pre-bid conference and market feedback. "We may decide it's better to write those out into separate projects," he said, noting contractor availability and market conditions will inform whether the work is split across multiple contracts.
District staff reported a purchase order is in place for security film to be installed at 12 campuses, with installation scheduled to begin Jan. 20 at Science Hill High School. Ross said the same installation crew will rotate through campuses and that work will be scheduled to minimize disruption.
Other project updates included replacement of roughly half of the planned HVAC units at South Side (19 of 40 replaced to date) and a purchase order and materials ordered for Liberty Bell's stair repairs; staff estimated railing fabrication and installation could finish by spring break. Ross said the new gatehouse on the Science Hill campus has utilities connected and "is ready" for use, pending staff operations.
Board members asked about bid packaging and contractor scheduling; Ross said the district will decide whether to split packages before opening bids and that bidders' availability will be a factor when awarding contracts. He emphasized the district's objective to minimize disruption by scheduling more disruptive work during school breaks and summers.
No formal board action was required on the project update; the report was presented for information and follow-up.
