LaSalle County reports above-average permit volumes in 2024; nearly 100 residential solar permits in December

LaSalle County reported permit and inspection activity during the Land Use and TIF Committee meeting on Jan. 6, noting a busy December and a year that exceeded the 10-year average.
County staff said there were 23 permits in December, and that the county closed the year with 407 permits, compared with a 10-year average of 364. “I would attribute most of that increase for the residential solar,” the staff member said, adding that 98 of the permits were for residential solar installs. Staff also reported three new houses and one commercial office addition for GrainCo FS.
On zoning enforcement, staff opened one zoning-violation case related to Northern White Sand, which had been stockpiling sand outside an enclosed processing area. The presenter said the company removed small piles and adjusted operations to ensure material brought from the mine would be loaded and moved the same day to avoid outdoor stockpiling.
Solid-waste and EPA-related inspections were also reported. Staff said there were five EPA inspections in December and that complaint-driven inspections were down for the season. “They usually go down in the winter time,” the staff member said, describing a routine schedule of mandatory EPA-permitted site inspections.
Committee members asked whether fence permits listed on the report were for new fences or replacements; staff said generally only new fences require a permit. The committee moved to place the departmental reports on file; the motion passed by voice vote.
