Jesus DeLara appeared before the Structural Pest Control Board on April 17, 2019 to seek reinstatement of his revoked field representative license FR 44208. Administrative Law Judge Marcy Larson presided; Christopher Young presented the petition packet and the background facts including accusation number 2017-72 and the default decision and order that revoked DeLara’s license effective April 1, 2018.
DeLara testified that he suffered a severe work-related car accident and extended medical problems that limited his activity, and described his return to work in a non-licensed capacity with Eco Shield Pest Control. He described attending continuing education and company meetings, assisting with equipment and customer follow-ups, and said he had recently retaken and passed a branch 2 exam. DeLara said he would comply with continuing education, retaking exams if required, and probation if a reinstatement was conditioned on those requirements.
Christopher Young questioned DeLara about the accusation (alleged noncompliant WDO inspection reports) and whether DeLara had taken steps to correct the record-keeping and reporting issues that led to discipline. DeLara said he had reviewed the errors when presented and acknowledged fault, saying he had been out of the field while recovering and was now working primarily in support roles. Board members pressed DeLara on what he had done to remediate prior problems and how the board could be assured he would comply with Branch 2 and 3 responsibilities; DeLara said he would study and retake tests and that he is focusing on general pest work rather than termite work.
At hearing’s end the petition packet was admitted as Exhibit 1, DeLara was sworn and cross-examined, and both sides offered closing remarks. The board chair announced the matter was submitted for the board’s consideration; the board will deliberate in closed session and issue a written decision at a later date. No reinstatement decision was announced at the meeting.
