Board members on Tuesday voted to table the second reading of a proposed parent-organization policy after an extended discussion that also touched on how PTOs and booster clubs use school facilities, insurance and the equity of fundraising-driven access to activities.
The discussion grew from a policy committee recommendation and subsequent administrative review; administrators said they planned to collect standardized information from PTOs, boosters and other school groups so the board could consider a single policy that would apply to multiple organization types. The board voted to table the second read of policy 9210 (Parent Organization) to allow that follow-up work.
During the discussion, board members and staff reviewed several operational questions: how organizations show proof of insurance for facility use and whether the district’s insurance acts as a backstop if a PTO’s certificate lapses; how parent groups and principals coordinate on what donations the district will accept; and whether large or recurring fundraisers should have clearer expectations about how funds are spent. An administrative representative said organizations are expected to upload certificates of insurance to the district’s facility-use system and that the district’s business office should be involved when large donations or equipment purchases are planned so warranties and insurance are preserved.
Board members raised equity concerns about event charges and fundraisers. Several members said students should not be excluded from dances, trips or other activities because their families cannot pay fundraiser-driven fees. The board discussed informal building-level practices — for example, principals or school nurses arranging complementary tickets — and asked administration to identify policies or best practices that protect access while preserving fiscal oversight.
Legal counsel said he would review any required regulatory language and confirm whether suggested statutory edits are mandatory. The policy committee and administration agreed to convene PTOs, boosters and clubs for information collection and plans to return to the board with a consolidated draft in mid-January.
The formal motion to table the parent-organization policy passed at the meeting; the board resumed other business after tabling the item.
