South Beloit City Council on Monday, Dec. 2 approved a package of ordinances and resolutions including the 2025 general fund budget, the 2024 tax levy and multiple administrative agreements.
The council adopted Ordinance 2828, the 2025 budget for the general fund (figure cited in the meeting: $4,681,828). The council also adopted Ordinance 2829, the 2024 tax levy; the council stated the levy is up about $77,000 from the previous year and includes a library levy of $297,000. Council members also approved Ordinance 2830 setting the 2025 meeting and holiday schedule.
Other actions approved by the council included:
- Ordinance 2827: a zoning variance reducing the required front-yard setback from 15 feet to 5 feet for the property at 539 Roscoe Avenue (parcel 0405-305-001) following a positive recommendation from the Zoning Board of Appeals. The council noted the property’s porch and stairs predate current setback paperwork and that repairs and a railing will be required.
- Resolution 6573: release of certain executive session minutes and destruction of executive session audio recordings, per the packet review referenced in the meeting.
- Resolution 6574: an agreement for services with Municipal Code Enforcement to provide code enforcement/document services at $49 per hour, not to exceed 10 hours per week, for a contract term Jan. 1–Dec. 31, 2025, with an auto-renewal and 60-day termination clause. The contract was reviewed by the city attorney and described as legally sufficient in the meeting.
- Resolution 6575: an agreement with McMahon Engineering for survey work related to vacating selected alleyways.
- Authorization for the city administrator to draft and send termination letters to Mercy for dispatch services as part of preparations for a planned move to Winnebago County dispatch (see separate discussion item on intergovernmental dispatch agreement).
- Resolution 6577: an interagency agreement with Youth Service Network, Inc., to continue youth services the city uses periodically.
- Approval of the FBI Criminal Justice Information Services (CJIS) Security Addendum (administrative action related to law-enforcement information systems noted in the packet).
One item, Resolution 6576 (the intergovernmental agreement with Winnebago County for consolidated fire dispatch), was laid over to the Dec. 16 meeting so the council could receive an updated redline version after the city attorney’s edits and to allow time for Winnebago County to agree to the revisions.
