On Sept. 23 the Texarkana City Council received a first briefing on a pair of planning items for 2302 James Street: an application to rezone Lot 3, Block 2 of Carpenter’s Addition from Industrial‑1 to Single‑Family‑3 and a specific‑use permit to allow a single‑wide HUD‑code manufactured home on the property.
Laura Puckett, a planning staff member, told the council the property owner, Billy Jacobs, seeks the rezoning in order to place a HUD‑code manufactured home on the lot. Puckett said Planning and Zoning unanimously recommended approval of the rezoning and recommended the specific‑use permit unanimously with stipulations. No public hearing was held Sept. 23; the council will open a public hearing and take votes on Oct. 14.
Staff provided the location as Lot 3, Block 2, Carpenter’s Addition at 2302 James Street and described the procedural path: Planning and Zoning review (completed), first briefing to council (Sept. 23), public hearing and final council vote (Oct. 14). Council members asked procedural questions during the briefing; staff confirmed the item will return with the planning commission’s recommended stipulations for council consideration.
