Council approves $18.17 million Johnson Controls contract for advanced metering and leak detection

The Texarkana City Council unanimously approved on Aug. 26 a resolution authorizing the city manager to execute a contract with Johnson Controls Incorporated to install an advanced metering infrastructure (AMI) system combined with leak detection, in an amount not to exceed $18,169,793, with the Texas portion not to exceed $10,231,625. Funds were identified in the 2023 bond construction fund.
City staff opened and closed a public hearing on the item with no public comment. Council member Mary Hart moved approval and Council member Page seconded; the council then voted in favor and the resolution passed. No amendments were offered during the hearing.
The contract includes installation of an AMI system and a leak detection monitoring system complemented by satellite‑based leak detection, according to the resolution summary provided to council. City staff indicated funds are available in the 2023 bond construction fund to pay for the project.
Council members did not request further changes at the meeting; the motion passed on the record after the public hearing was closed.
