Council briefed on façade loan for two downtown buildings; vote set for Oct. 14

At its Sept. 23 meeting the Texarkana City Council received a first briefing on a façade‑revolving loan application from Hayes Days Holdings, LLC to fund exterior improvements at 216 and 224 West Third Street, immediately across from City Hall.
Lisa Thompson, a city staff member who presented the item, said the internal loan committee recommended approval. The packet as presented to council described a façade revolving loan not to exceed $50,000 for each property; Thompson told the council the item will be corrected on the formal agenda to read the loan is for two properties (total not to exceed $100,000) when it returns for public hearing and vote on Oct. 14.
No public hearing was held on Sept. 23; staff told the council the item will be placed on the Oct. 14 agenda, at which time council members may hear public comment and vote. Planning staff provided drawings and plans in the meeting packet and indicated committee support; the council took no final action Sept. 23.
The proposed work affects storefronts on West Third Street near City Hall and would use the city’s façade revolving loan fund. Council members asked procedural questions and staff confirmed the wording change (two properties rather than two consecutive years) will appear in the formal ordinance packet for the Oct. 14 meeting.
