Council approves façade loans, rezoning and appointments; nominates Jay Davis to Bowie Central Appraisal District

The funding authorizes up to $50,000 per property for two properties (total not to exceed $100,000). The motion to approve came from Council Member Davis and was seconded by Council Member Page; the resolution passed unanimously.
Rezoning and specific use permit: The council held public hearings and then voted to rezone lot 3, block 2, Carpenter's Addition (2302 James Street) from Industrial 1 to Single Family 3 (Ordinance 2024‑114). The council also granted Specific Use Permit S‑792 (Ordinance 2024‑115) to allow a single‑wide HUD‑code manufactured home on the same lot; owner identified on the record as Billy Jacobs. Motions were moved and seconded by council members as noted in the record and both ordinances passed on voice vote.
Appointments and nomination: The mayor nominated three citizens for service: an appointment of Sierra to the Historic Landmark Preservation Commission, Judith White to the Historic Landmark Preservation Commission, and Sarah Krishna to the Library Commission replacing Dr. Fred Hutchison. The council moved to approve the appointments (motion by Council Member Davis; second by Council Member Page) and the motion carried. The council also approved Resolution 2024‑119 nominating Council Member Jay Davis to serve as the city's representative on the Bowie Central Appraisal District Board of Directors; the motion was made by Council Member Hart and seconded by Council Member Matlock and passed on voice vote.
