City briefs council on CDBG CAPER, lists completed projects and 15‑day comment period

Megan Price, the city’s CDBG administrator, briefed the council on the Fiscal Year 2023–24 CAPER (Comprehensive Annual Performance and Evaluation Report) on Nov. 12 and announced a 15‑day public comment period.
Price said notices about the CAPER have been published in the Texarkana Gazette and Amigo News and posted on the city website and Facebook page. The public comment period begins Nov. 25 and ends Dec. 9, when the city will hold a public hearing at the council meeting. Price summarized that most COVID‑related CDBG projects have been fully drawn and completed; two COVID projects have outstanding balances that will be carried forward. She said CDBG funds supported public services through Mission Texarkana (including job training and a coffee shop program), a litter program, sidewalk improvements and curb ramps downtown, as well as work with the Salvation Army and the Texarkana Homeless Coalition.
For the non‑COVID CDBG program year, Price listed completed projects including the Bell Park walking trail, Kitopia Park, several housing reconstructions, community gardens, bus stop covers, and public‑service grants to local agencies. She said some funding will be carried into the next program year and encouraged citizens to submit comments to City Hall during the posted comment period.
Council did not take action on the CAPER at the briefing; the report and any required resolution will return after the public comment period.
