Sugar Land casts 130 votes in Fort Bend Central Appraisal District board election; council splits allocation 65–65 for two nominees

The Sugar Land City Council voted to adopt Resolution No. 2465 to cast the city’s 130 votes in the Fort Bend Central Appraisal District (CAD) election for five directors serving the 2025–2027 term.
Jane (city staff) explained that changes implemented by Texas Legislature Senate Bill 2 (July 2023) expanded the Fort Bend CAD board and changed term structures. To transition from two-year to staggered four-year terms, participating taxing units must cast votes in each annual transition election through 2027. The city’s 130 votes represent about 2.6% of the district’s total 5,000 votes.
Staff said Sugar Land previously nominated two candidates, Jim Key and Michael Rizzell; during the meeting councilmembers discussed allocating the city’s votes and agreed to split the 130 votes evenly (65 each for Jim Key and Michael Rizzell).
Councilmember remarks showed the city’s 130 votes were not determinative in the larger district but were cast to support the city’s nominees. The resolution and the city’s ballot were to be forwarded to the chief appraiser before Dec. 15. The measure passed 7-0.
Staff noted the transition schedule will result in staggered terms for CAD directors through the 2027 elections.
