Residents question $360,000 city manager salary during public comment at Sugar Land council meeting

Several Sugar Land residents used the public-comment period at the Dec. 3 City Council meeting to urge the council to reconsider the city manager’s $360,000 annual salary for the fiscal year beginning Oct. 1, 2024.

Amina Shaq opened the topic during public comment, noting Sugar Land’s population of about 110,000 and asking whether a $360,000 salary “is reflective of our community’s values,” and urging benchmarking and transparency in the city manager’s compensation. Michelle McKeska and other speakers reiterated concerns, asking the council to weigh administrative pay against direct services such as pothole repair, senior programs and public-safety needs.

Speakers compared the Sugar Land city manager’s pay to salaries in similarly sized cities and argued that any pay premium should be directly tied to measurable outcomes. Commenters suggested potential reallocation of funds from executive compensation toward community improvements if warranted.

The public comments were part of the formal public-comment period and did not include a council vote on the matter that evening. Councilmembers did not take action during the meeting; staff noted the item was on the agenda for public input.

One public commenter’s remarks included a political slogan unrelated to the compensation discussion; the mayor interrupted the speaker and enforced the meeting’s decorum rules.

Speakers who addressed the city manager salary included Amina Shaq, Michelle McKeska and another resident identified as S. Khan. The council did not announce any immediate review or adjustment at the meeting.
