Council rezones 0.56-acre strip near Paseo to open space to preserve trail sightlines

The St. George City Council on Jan. 9 adopted Ordinance 2025-003 to change zoning on approximately 0.56 acres from A-1 (agriculture, 40,000-square-foot lots) to open space. The rezoned strip sits adjacent to the Paseo development near the Saint George–Washington City boundary and is intended to preserve an open pedestrian corridor and avoid a “tunnel effect” of back-to-back walls along a planned trail.
Planning staff explained the city owns a 33-foot-wide strip that historically may have been a roadway but will function as a trail to connect through the Paseo area. Under current code, commercial development adjacent to residential requires a block wall; rezoning the strip to open space removes that requirement on the city-owned side and provides the option to keep the corridor visually open for safety and aesthetics. Staff said the planning commission recommended approval.
Councilmember Natalie Larson moved to approve Ordinance 2025-003; Councilwoman Michelle Tanner seconded. The council conducted a roll-call vote: Natalie Larson, aye; Jimmy Hughes, aye; Michelle Tanner, aye; other present members voted in favor. The motion carried unanimously.
Staff noted the city cannot control what adjacent Washington City regulations will require on the east side of the Paseo; developers in Washington City could still install fencing on their property. The council’s action removes the city-side wall requirement and leaves final trail and landscape design to subsequent permitting.
