Council approves rezoning of 10029 Caracci Way to allow a single duplex

The Socorro City Council voted to approve a second-reading amendment to the city's master plan and to rezone lot 8, block 3 (10029 Caracci Way) from R-1 single-family residential to R-2 medium-density residential to permit a single duplex on the property.
A city planner presented the request, saying the property — identified in records as Lot 8, Block 3 of Delitz Subdivision and roughly 7,000 square feet — is currently vacant and in poor condition. The planner said the future land-use map designates the area as suburban residential and noted the subdivision was platted in April 1960. Planning staff recommended approval, and the Planning and Zoning Commission approved the request at its December meeting with a condition limiting development to one duplex.
The presenter described photographs and an aerial showing a partially collapsed roof on an existing structure and noted there are 11 vacant lots within the subdivision. The proposed building plan submitted with the request is under 2,000 square feet, provides two parking spaces per unit and meets side and rear setback requirements.
There were no public speakers during the public hearing. After brief council discussion the motion to adopt the ordinance and rezoning passed on second reading.
The city record lists Eva Development LLC as the property owner; Enrique Ayala attended as the owner's representative and was available for questions, according to staff.
