Council approves Pioneer Retail PDC amendment for two commercial buildings at Pioneer Road interchange

The St. George City Council on Thursday approved Ordinance 2025-002 to amend an approved Planned Development Commercial (PDC) for Pioneer Retail, a proposed two-building commercial development on about 2.15 acres north of Sunriver Parkway and just off Exit 2 on Pioneer Road.
Planning staff presented the proposal noting the site is part of the Atkinville interchange area master plan and is across from the recently opened Smiths Marketplace. Planning staff said the project envisions two buildings: “building 1 would be where the Starbucks would be located and building 2, the Cafe Rio,” with both tenant spaces including drive-thrus. Staff described building 1 as the smaller structure and building 2 at about 7,200 square feet; staff said the landscaping plan would cover roughly 14% of the site and that the planning commission recommended approval following its November 26 hearing.
Councilmember Michelle Tanner moved to approve the ordinance, and Councilmember Steve Kemp seconded. The council conducted a roll-call vote: Steve Kemp, aye; Michelle Tanner, aye; Councilman Jimmy Hughes, aye; Councilmember Natalie Larson, aye. The motion carried unanimously and the ordinance was adopted.
The staff presentation showed two elevation options: the planning commission’s originally recommended elevations and a modified elevation reflecting minor tenant-driven changes requested by Starbucks. Staff said the modified elevations apply to the tenant-facing ends and to the drive-thru-facing façades, while materials shown include stucco, brick veneer, wood-toned aluminum and a consistent color theme across both buildings.
Planning staff did not provide an exact construction start date during the presentation. The council approved the PDC amendment; planning and building permit processes and any final tenant approvals remain to be completed.
