Renovation update: Phase 2 bids open, bond timeline and emergency roof request discussed

City staff told the Farmers Branch Senior Advisory Board that Phase 2 bids for the Branch Connection renovation opened the day of the meeting and that the city will follow a formal bid review and council-approval process before awarding the work.
Staff described the procurement timeline: bids were due and opening occurred at 2 p.m. on the day of the meeting; the bid review will determine whether the existing contractor or a new contractor performs the remaining work. Because the planned increase to the current contract exceeded purchase-order modification thresholds (the staff noted modifications above 25% require a new bid), the project required a new solicitation. Staff said two contractors attended the pre-bid walk-through and indicated it was roughly a 50/50 chance the current contractor would again be the successful bidder.
On project funding, staff said the city would use a bond sale to fund renovation costs. The bond attorney advised that once the council passes a resolution approving the bond sale, the city has a 60-day window to spend proceeds even before the bonds are actually sold. Staff said the council will consider the necessary resolution in July in a budget meeting or special session; the actual sale would likely occur later in the summer or early fall.
Separately, the facilities department submitted an emergency request to replace roofs at city hall and the Branch Connection. Staff said the existing gravel roofs will be removed and replaced with a membrane roofing system; temporary patches were in place to allow work to continue. The facilities update described numerous leaks and drainage problems that had hampered interior work and prompted the emergency request.
Staff said the bid opening and subsequent review could lead to an award as early as the July council meeting; if not, award could occur at a subsequent meeting. The board was told that the construction manager posted the solicitation promptly and that the city placed the notice in the paper for the two-week public-bid period.
