South Beloit weighs $25,000 AV upgrade, park surveillance options after repeated vandalism

Courtney said the city received a bid of about $25,000 to install a proper audio-video system in the council chamber and that staff budgeted money for the upgrade but were debating whether the cost is justified to restore consistent video and good sound for remote viewers. “We budgeted for it…we're having a really hard time trying to come up with…is it responsible for us to spend $25,000 so that people at home can watch this?” she said.
On parks, Courtney told the council that vandalism has repeatedly damaged bathroom fixtures, leading staff to remove paper towel and soap dispensers. She said a full camera system for the parks would cost six figures; as an alternative the city is considering paid portable-restroom service next year, with the vendor responsible for cleaning and maintenance. “The bathrooms are getting trashed, multiple nights a week…there's a very good chance that we're gonna go to a porta potty option,” Courtney said.
Staff outlined a three-meeting trial of audio-only recording (no video) to evaluate community access, and provided a review of neighboring communities’ practices: some nearby municipalities offer visual streaming, others provide audio-only or no public viewing. Council members asked staff to prepare cost comparisons and implementation plans for both the chamber AV upgrade and targeted park surveillance or facility-management alternatives.
No formal vote was taken; staff will return with cost estimates and recommended next steps.
