The financing plan covers certificates of obligation (COs) and general obligation (GO) bonds that voters approved in the Nov. 5, 2024, election to pay for the animal shelter and the police‑fire substation. The mayor said the bonds are scheduled to be sold at auction on Feb. 11, 2025.
