The Muscatine County Board of Supervisors on Dec. 30 agreed to form a subcommittee to develop recommendations for updating the county's Solid Waste Management agreement and the authority's operating contract with the City of Muscatine.
Supervisors said the existing county-authority agreement dates to several decades ago and needs attention; members raised operational issues including recurring quorum problems on the authority, roles and responsibilities between the county, the authority, and the city, and land ownership. County staff clarified that the City of Muscatine owns the landfill property and that the county's authority contracts with the city to operate the landfill and transfer station.
Board members agreed the subcommittee should be small so that initial work would not trigger public-meeting requirements for every discussion. The board agreed to appoint two supervisors (Danny and Scott) to the subcommittee and to include county staff (Eric, Jim, and Nancy) who are familiar with the authority's operations and finance. The subcommittee's work will be limited to preparing recommended language or direction for the board; any changes would return to the full board and to the affected cities for approval as required by existing intergovernmental arrangements.
Supervisors said they expect the subcommittee to coordinate with the authority and the City of Muscatine and noted other incorporated cities (except Wilton, which has opted out) will ultimately have to sign off on any revised agreement. The board did not set a firm schedule but estimated the review might take a small number of meetings and be scheduled around members' and staff's availability.
The board asked administration to identify county participants and arrange initial meetings; no formal vote count was recorded in the transcript for the appointment discussion.
