Hinsdale Planning Commission on Wednesday, Oct. 8, approved four sign-related permits for downtown Hinsdale, including an awning relocation for Hinsdale Prime, awning signs for two restaurants at 50 Burlington (Giovanni’s and Maeve Balloran), and new sign faces at the Old Second bank property as part of an acquisition of Evergreen Bank Group.
The approvals were routine, with applicants and their representatives describing cosmetic changes to existing structures rather than new signage locations. Commissioners voted on each case and approved the applications as submitted.
The commission’s action matters locally because storefront signage affects the village streetscape and how new or expanding tenants identify themselves to customers. Several applicants told the commission the work replaces or relocates existing signs rather than creating additional sign area.
Case A-40-2025: Hinsdale Prime (38 S. Garfield Ave. / 42 E. Hinsdale Ave.)—The applicant sought to move an awning sign from the Garfield side to an expanded corner space while keeping the same total number of signs (three). Commissioners described the request as straightforward; the permit was approved. The motion to approve was moved by Commissioner Willoughby and seconded by Commissioner Jablonski. Roll-call votes recorded Aye from Commissioners Jablonski, Cernovich, Willoughby, Piazzoni and Chairman Cashman.
Cases A-46-2025 and A-47-2025: 50 Burlington (Giovanni’s and Maeve Balloran)—Applicant Inga Nurbutis, representing Eve Delorme and the Giovanni’s applicant, requested awning name panels. Nurbutis told commissioners the businesses already have names on their glass storefronts (previously approved). Commissioners had no substantive questions and approved both permits together. The motion to approve the two cases as submitted was moved by Commissioner Jablonski and seconded (record: “Mitch”); roll-call votes recorded Aye from Commissioners Jablonski, Cernovich, Willoughby, Fusconi and Chairman Cashman.
Case A-43-2025: 1 Graff Square (Old Second) — Robbie, a representative of Olympic Sign Company, and Carlos Arroyo (with Old Tech) said the application replaces existing sign faces on three wall signs, a ground (monument) sign and ATM signage; the structures will remain in place. "We're just changing the sign faces on the existing signs on the property," Robbie said. Arroyo described the change as part of a bank acquisition: "We legally closed on July 1, and we're in the final stages of our systems conversion," he said, and indicated the branch would operate under the Old Second name beginning Monday, Oct. 20. Commissioners approved the replacement sign faces as submitted; the motion was moved by Commissioner Willoughby and seconded by Commissioner Blonsky. Roll-call votes recorded Aye from Commissioners Blonsky, Cernovich, Willoughby, Fusconi and Chairman Cashman.
Administrative items and next steps—The commission approved the meeting minutes from Aug. 13, 2025 (motion moved by Commissioner Fusconi, seconded by Commissioner Cernovich). The roll-call vote recorded Aye from Commissioners Jablonski, Epstein, Cernovich, Fusconi and Chairman Cashman; Commissioner Willoughby recorded an abstention. Commissioners also agreed to continue an unspecified item to the Nov. 13 meeting during the session.
