The Village of Hinsdale Board of Trustees voted Monday to waive competitive bidding and approve a professional services agreement with Upland Design of Plainfield, Illinois, to produce a comprehensive and strategic parks master plan.
Trustee Fisher, presenting the item, said a selection committee of staff, park commissioners and trustees chose Upland Design for a data-driven, user-friendly plan. “The comprehensive and strategic master plan will be two-pronged,” Fisher said, summarizing the scope: the first prong will evaluate existing parks, open space and facilities; the second will outline a strategic implementation plan using community feedback. The contract was approved for an amount not to exceed $114,050.
Why it matters: trustees said the plan will set priorities for park improvements, recreation programming and future capital investments. Trustee Fisher and others noted the proposal slightly exceeded budget but argued the firm offered the best fit for the village's needs.
Vote and procedure: Trustee Fisher moved to waive competitive bidding and approve the agreement; the motion carried on roll call with all trustees voting aye. Trustees said the plan will provide a roadmap for future park projects and help prioritize CIP funding.
Taper: Staff and Upland Design will proceed with the outreach and assessment phases outlined in the scope; trustees expect periodic updates as the plan advances.
