The Village of Hinsdale Board of Trustees voted Oct. 21 to waive competitive bidding and approve an agreement with Upland Design Ltd. of Plainfield, Illinois, for a park comprehensive and strategic master plan in an amount not to exceed $114,050.
Trustee Fisher (presenting the item) told the board the project will be two‑pronged: a comprehensive master plan that evaluates existing parks, open space and facilities, and a strategic master plan that outlines priorities and implementation steps. The selection committee included village staff, Parks and Recreation Commissioners and trustees, and the committee recommended Upland Design for a data‑driven product.
Trustee Fisher said the fee is slightly above budget but characterized Upland’s work as a superior, comprehensive product that aligns with village goals. The board voted unanimously on the motion to waive bidding and approve the contract; roll call recorded ayes from all trustees present.
The plan will be used to guide park investments and to sequence projects and funding. Trustee Fisher and fellow board members thanked parks staff and commissioners for their work on the selection process and said the plan should help the village prioritize infrastructure and programming needs across park sites.
